Hub tax

A tax on trades between pilots in a hub, added in Beta Patch 3.

Direct trades: each pilot pays 9.5% of the value they hand over, or 7.5% at Greylock. Items count at their rating and ORE at face value.
Pilot stores: each sale pays the same rate from both sides, buyer and seller.
Greylock Exchange: 6% from both sides of each fill.

Hub vendors charge none.
