Can I move affinity points to another ship?

No, affinity is per ship.

It belongs to the hull, not to you: the ship earns the XP as it's flown.
It dies with the ship: when it's destroyed, its level and affinity points go with it.
Spent points can't be taken back. The only reset is a Yata replicator copy.
Spending points raises the build rating: roughly +200 at 5 points, +610 at 10 and +3,070 at 20.
