What are the quality levels?

Sources disagree. Both claims are below until an editor settles it.

Five levels, from Faction to Masterwork; the Flawed value is still unconfirmed.

Faction: -15% (dev-confirmed). Quartermaster blueprints and the free starter Seraph come at this quality.
Flawed: figures differ, -10% or as low as -20%. A blueprint researched to T4 can't roll it.
Standard: 0%.
Superior: +10%.
Masterwork: +20%.

Tip

Higher research tiers give better odds of high quality, and a Ptah crucible rerolls quality, including a whole ship's.
