Loot, your faction Quartermaster, and a merchant in Greylock.

Loot: breaches and random mobs. Look for the extra-blueprint breach modifier.
Your faction Quartermaster, for Merits. Its blueprints are Faction quality, T1 only and can't be traded. It's in your faction hub, Zhat Kali for Tzhal or Ganden for Ganden; since Beta Patch 1 vendors have yellow HUD markers.
